Are there regulations that prevent people from being nurses??

I wonder about people who have committed domestic violence, or may have caused or contributed to the death of another because of neglect, or even perjury, or maybe have a restraining order against them. Can these people be nurses?? Should they be able to be nurses? Do I have an obligation to report those things to nursing schools or hospitals where these people work?? I have to look into that if my war does continue.
